because each impression URL must be associated to one click URL. you can set the ratio on how many impressions (=> Impression URL) webclicker should visit the "click" URL.

if you want to visit sites without imposing any ratio, you can list them in the "impression" list anyway. technically, there is no difference between impression URLs and click URLs, it's only the ratio.
